No: You'll be able to see the baby in ultrasound in the uterus and have a pos hcg.

Not likely: If pregnancy test negative and no pregnancy on ultrasound, you are not likely to be pregnant. Even an ectopic or so called tubal pregnancy at 12 weeks would have symptoms and positive pregnancy test.
