Usually: Usually an injection of Lidocaine is given to anesthetize ("numb the eyelid"). Some times it can be lanced with an 18 gauge needle or scalpel and start it draining (which is usually painless).

Yes: Of course, if you are going to have surgery to treat a chalazion the doctor will numb the area and will not feel pain, might still feel pressure or touching in the area but no pain. It always important to clarify and verify this with the doctor immediatly before the surgery.
