Anxiety: Anxiety can cause many physical symptoms and people who have panic attacks usually have some degree of baseline anxiety. Don't always assume everything is anxiety, but what you indicate by this question is likely from anxiety. Talk to your dr about prescribing something for your anxiety and/or get some psychotherapy.

Hyperventillation: If you're very nervous, you beathe more heavily and frequently. That blows off co2 and that can cause a change in your acid/base balance which frequently causes numbness in lips or fingers. Harmless but a common symptom of persistent anxiety.
