Can you ovulate but it be a poor quality egg if the folicle is less than 20mm or does it have to reach 20mm to ovulate?

Egg quality: The quality of an egg is somewhat independent of the follicle size. A mature follicle is a follicle that is 16 mm or larger prior to ovulation. It doesn't have to be 20 mm to ovulate.
