I wouldn't if sore: Straight rubbing alcohol can burn a tender ear. Small amounts, mixed with white vinegar, are sometimes used sparingly as a preventative for 'swimmer's ear' but--without knowing if there is a potential perforation of the eardrum--an answer here cannot responsibly suggest moving forward with this remedy since i cannot peek in your ear remotely. "congested" has me nervous--get checked out.
