This is not normal: Bleeding gums are not normal. The most likely reason for the bleeding are gum inflammation due to the presence of plaque (bacteria) or a possible tooth or gum infection. If the tooth is loose, perhaps it is a primary tooth that may be coming out soon. See your dentist.

Probably: If it is a baby tooth, then the bleeding is likely quite normal as the tooth is preparing to fall out. If it is an erupting adult tooth, it is also likely normal as the gums breakdown to allow the tooth through. However, if it is neither of those, it could be a problem. The only way to know is to see your dentist and have it looked at.

Depends: It is possible the bleeding could be where a permanent tooth is erupting under a baby tooth, which is normal. It could also be something else, as inflamed gums. My advice is to have it examined by your dentist.
