Erupting molar: Some bleeding is normal when erupting teeth push through the gum tissue. The bleeding should stop once the tooth is pushed through. If you are unsure, have your dentist look at it to make sure everything is normal.

Depends: If there is fever, restless behavior, child can not sleep - yes. If it was one time bleed you probably can wait till tomorrow or longer. Pediatric dentist is a good choice. Impossible to give right advice without seeing the child.
