Can be: Ankle fractures can be long standing injuries. If the fractures are intra articular, they will lead to traumatic arthritis. Level of arthritis is unknown however the more complex the fracture the more severe the arthritis becomes.

Tough one...: Hmm, this is a tough one! you run a risk of falling and/or injuring something else if you try to get some exercise outside on uneven terrain. To get your heartrate up using only one arm and leg is going to be challenging and may make you a little disproportionate, but maybe a recumbent bike or rowing machine using only the unaffected limbs? Expect swelling in the injured areas.
