Trapezius Spasm: You are describing the insertion of the trapezius muscle that starts at the base of the neck. Spasm of this muscle (from lifting something heavy, neck arthritis, sleeping wrong) is best treated by anti-inflammatories (advil, Motrin etc.) rest and stretching. If you develop worsening pain, pain going into your arm or numbness, you should have your neck evaluated for a possible disk herniation.
