Several options: First you need to have it looked at to make sure it is not anything suspicious for cancer. If it is hyperpigmentation topical hydroquinone/tretinoi (triluma) works well. Chemical peel or ipl (intense pulse light) works well also.

Hydroquinone: 4% hydroquinone works well and can be found in most prescription grade skin lighteners. Also skin medica has a product called lytera that works well for dark spots. There are also several lasers that help dark pigmented areas disappear.
