Itchy wheezing: Some asthmatics report a feeling of itching in the upper chest or neck prior to a flair in their asthma symptoms. This seems to be more likely in allergic asthmatics since an ige immunologic response releases histamine which causes itching.

?: Not quite sure about "itchy lungs". Do you mean they begin to feel tight or your throat is scratchy. Are you associating this feeling with an allergy you have (cats, dogs, etc) that makes your skin itchy and then you may have an attack?
