It appears that you have inflammation of head of penis known as balanitis., typically caused by yeast infection &is easily treatable. It can be due to bacteria or virus also. It is not contagious. Circumcision will help if recurrent. See the doctor to get tested for sexually transmitted diseases. Systemic diseases like reactive arthritis, psoriasis & diabetes can cause it as well.
