Hard to be sure: This is often due to a simple insect bite reaction which will trigger the swelling & itching. If so it would fade over a few days. An antihistamine may help with the itching & a cool rag/compress would help with local discomfort. If the area gets increasingly red/drains anything I would have him seen.
