See your dr: An infection, hypertrophic scar, or other problem could exist. See your doctor. You can soak in the tub and take otc pain meds for now.

Maybe.: It is most likely hypertrophic scar tissue. They are much more common. A hypertrophic scar is typicall not painful, develops quickly and is confined within the original incisional atea. A keloid is a benign tumor forming a mound above a scar and typically extending beyond the original incisional area. A cortisone injection will accelerate hypertrophic resolution whereas keloids are more resistant.
