Probably: It is generally safe to use a straw 1 week after surgery as long as there was no communication with the maxillary sinus ( oral antral communication). Always check with your surgeon first.

Clot organization: At 1 week the clot in your socket has started to organize into the precursor to new bone. Suction from a straw will not dislodge it at this point. Suck away!
