Sort of.: During cystoscopy, a urethral stricture can be visualized. An incision can be made to open up the scar, a procedure called direct vision internal urethrotomy (dviu). This does not heal or "fix" the scarred tissue, but opens up the channel to relieve blockage. There is always the possibility that the stricture will return and require future treatments. Talk to your urologist about your options.
