No: Palpitations can be caused by increased input from the vagus nerve, or even exercise. While there is no direct connection or possibility to damage the heart form a hiatal hernia, it could mimick exercise or straining that may influence palpitations. It's a bit of a stretch though.

Go further?: One study showed only 1.4% of hiatal hernia patients developed arrhythmia, therefore it is rare. However, it may stimulate the vagus nerve to lead to some arrhythmia.
