Balanitis: Balanitis is an inflammation of the glans penis (head). It typically occurs in the uncircumcised and causes a bright red rash. It is most often due to a fungus and is treated with topical antifungal creams usually with cortisone type anti-infalmmatory steroid added (eg. Mycolog ii cream).

Many possibilities: The large majority of penile or genital area rashes and skin problems are not STDs of any kind. Some conditions primarily involve the genitals and others are common skin problems that can occur anywhere and happen to involve the genital area. See a doctor, preferably a dermatologist.
