i had shoulder stabilisation surgery 2 years ago after i dislocated my shoulder 3 times. what sports are safe for me to play? can i play rugby again?

Depends: It would really depend on the type and outcome of your stabilization surgery. Some patients with continued instability despite surgery will have restrictions, many patients with good outcomes can resume all activities unrestricted. Thank you for the question.
