Yes and no: Frontal lobe of the brain serves some executive functions. Without it, most people are functional and have no major neurological deficit and they can live near normal lives(provided the tummor doe snot recur.

Yes and no?: While we have a fairly thorough understanding of how the brain works by no means do we or are we meant to understand all of its new wants details. The frontal lobes deal with emotions and short-term memory. Therefore people can function and survive without portions of those areas, however there would definitely be some measurable subjective differences compared to someone who did not have that portion of the brain removed. It sounds as if your daughter is doing okay three years later.
