Yes most likely: What you describe is common especially in winter. Usually caused by dry air. If it doesn't go away on its own have a doctor look at it.

Sinusitis?: This is something you should see an ear nose and thoart ( ent) specialist. It sounds like inflammation of the sinus and should be examined.
