Congestion: You can use a saline nasal spray to loosen secretions and a small rubber bulb to gently aspirate much of this material out. These conditions can be present for variable durations depending on what is causing them. If allergy, may be there quite long until you identify the offending agent and remove or desensitize. If viral, usually about a week, but may be longer depending on the virus and baby.

Nasal wash: At 8 weeks the primary cause of congestion is the environment. House dust, fragrance, perfumes, detergent or cleaning products all leave scents that may not bother you but irritate a babies nose. A good nasal clean out with saline can remove much of this irritant load, but removing the offending irritants from babies life helps more in the long run.Air particle filters can also help.
