See below: In-person counselling probably better as it gives psychologist ability to study body language, facial expressions, mood, etc that don't transmit over skype. Skype may be ok for initial consultation, but strongly suggest seeing counsellor in person.

Telemedicine: You may be able to find a psychologist who practices telemedicine. Most want to ensure that the communications are secure to protect confidentiality of the patient.

In addition...: I don't know what the ethics guidelines are in the netherlands, but in the us the developing ethics guidelines suggest that the therapist should be licensed in the same state in which the patient lives. "telemedicine" works well in most cases, but I have also seen it not work well - especially if only audio is used, since important details can be missed- such as body language & posture.
