Incontinance: Sounds like she has stress incontinence. Should see a urologist and have urodynamics studies done.

Could be a problem..: I would not expect a 12-year-old to wet her clothes with laughing. It seems like she should have adequate urethral tone in order to hold her urine even with increased abdominal pressure, as with laughing. Pelvic floor exercises may help, but make sure she doesn't have a UTI first. Take her to your fp and have her pee in a cup to make sure this isn't a sign of infection.
