Ankle pain: Tough to say since many things can cause ankle pain. Mri's are helpful but can sometimes miss certain pathologies. I would recommend evaluation by a foot and ankle specialist.

Specialist eval.: There is a possibility with constant pain and a normal MRI and i assume a normal exam that the problem is coming from elsewhere such as a radiculopathy or a nerve pain. Differential injections with Lidocaine can help localize the problem to being inside or outside of the joint. Normal mri's don't mean there is no problem and other tests may be necessary: emg/ncv, bone scan, ultrasound.
