How low?: The commonest cause if there are no important symptoms is viral infection ( a cold?).

How low?: A common cause of a transient low WBC is an infection. If he had a virus within the last two weeks or so, it can suppress his wbcs. Why was his CBC checked in the 1st place (symptoms)? Were others cell numbers ok (rbcs and platelets)? If an infection is the cause, it will get better on its own (can take a month). Otherwise may need further testing to determine cause.

Don't focus on #: When talking about lab results, you need to focus first and foremost on why those labs were ordered in the first place when interpreting what they mean. If your child has been ill short term with a viral type illness, perhaps something like mono, then a 'very low' WBC can be normal response and transient. On the other hand, if he has had long term symptoms of something, interpretation differs.
