Push up bra?: Natural breast size is determined by genetics and body weight. The only effective way to increase breast size , without gaining significant weight, is surgical augmentation. However there are many bras and inserts that can give cleavage to the" less endowed" who want it. By the way the pills don't work.

Nonsurgical breasts: Pills and lotions do not work. Breast tissue is made of fat and glands, so the only way to increase size naturally is to increase either of these (gain weight or hormonal changes that mimic pregnancy). Negative pressure devices exist and help increase vascularity and may have some hypertrophy effect, but are cumbersome (brava), but are used to prepare breasts for fat grafting.

No: Even with surgery it is not always possible to create a cleavage. Some patients have a wide chest bone or their breasts are naturally fat apart on their chests. You cannot make them closer or bring them over the chest bone without risk of creating what if called synmastia where the breasts become united on the midline.
