Mucous: This can be a difficult problem. You need to find out why so that you can better treat. It could be allergic, then and antihistamine and/or nasal spray may be helpful.

Post nasal drip: In the absence of other symptoms , it may be due to post nasal drip. Try saline nasal irrigation twice a day, may help.

Depends...: Are you spitting because you are having trouble swallowing your saliva or are you coughing up phlegm? If you are coughing up phlegm, you probably have chronic bronchitis, a form of copd. If you are having difficulty swallowing, you may have a neuromuscular disorder. See your doctor for evaluation and treatment.

Some infection: If one has a respiratory infection in the nose, sinuses, throat, or the lungs, the damaged cells lining the inside of those areas will ooze some mucus, which is clear but can have some color. If lots of white blood cells, plus dead/dying germs and respiratory lining cells, get mixed in with mucus, one has phlegm. If one drinks adequate water, both phlegm & mucus should get more and looser.

Smoke, old blood: Most common cause of black phlegm would be from smoke such as from cigarette/marijuana smoking. Coal miners used to have black phlegm but now they wear protective gear. Another cause would be old dried up blood from a bad sinus infection or bronchitis infection. Heavily polluted air such as from a recent fire is another possibility.

Phlegm: Some ppl are truly allergic to dairy and should avoid it but many have complained of it. It likely is more of the residue of dairy than anything else. We all make lots of mucous that we imperceptibly swallow. The dairy likely thickens it and makes it more noticeable.

Protective mechanism: Phlegm is a secretion in the airway during disease and inflammation. Phlegm usually contains mucus with bacteria, debris, and sloughed-off inflammatory cells. Once phlegm has been expectorated by a cough it becomes sputum.
