There are a variety of exercise regimens that can improve the musculature of the legs. Climbing hills, bicycling, mountain biking and other gravity opposing exercises not only build muscle by working the major muscle groups, but also increase the strength of the bones in the leg.

You will need to progressively stress the muscles in question 2 to 3 times a week doing activities that are not routine. To further aid in the process, you will need to be consuming enough protein to provide the muscles with the building blocks they need for growth and repair.
