See below: If you are sun sensitive, wear sun block all the time when outside. As for the oily dark skin on your face, that is likely protective but if you are concerned, see your doctor for evaluation.

Sun screen?: I'm not clear what your question is. If you are concerned that your facial skin is darker than your body, it is most likely due to sun exposure, and the rest of your body is protected by clothing. It is common for people to note that areas that are never exposed to the sun (ex. Buttocks) are much lighter than skin on hands and face, that are regularly exposed. Decrease difference with sun screen.
