Spinning.. if by that you mean stationary bicycle. Personally I have cut down on the knee impact by going close to barefoot but that is highly individually variable.

Spinning will be easier on knees as treadmill will be weight fully loaded. Depending on circumstances a physio or physical therapist may be able to design a program adjusted to your current needs.
