Either insect bites or contact dermatitis. Did you do something in the garden with your bare hands in the previous 24 hours? You can apply Lidocaine 5% ointment (OTC) as needed. Later, if you have same lesions on your feet and mouth, you may be have a viral syndrome.

If there's associated blistering, dyshidrotic eczema is a possibility. A children's viral infection, hand,foot & mouth disease, can also affect adults. I recommend consulting a dermatologist as this type of eruption can be difficult to accurately diagnose.
