Lots of possibilitie: Simple rashes that itch can be from a variety of environmental agents (soaps, lotions, fabrics) or skin conditions, chafing etc. The best way to know is to have it examined. Sometimes a mild otc cortizone (hydrocortisone) cream can help it if it's simple irritation but persistence after a trial is worth a visit.
