Adult Acne: Interestingly enough, i did research into the demographics of acne. Over 2/3 of acne sufferers are over the age of 18. It is just very prevalent among teenagers. Try to look for the words "non-comedogenic" on any facial product you use.

See your doctor: It's common for a young adult woman to get acne, especially around your menses. Wearing or not wearing foundation doesn't affect it; it's most likely due to your hormones. The doctor can examine you, do labwork if needed, and prescribe topical as well oral medication, i.e. antibiotics, accutane, or oral contraceptives, whichever is indicated. Now, keep it clean and apply benzoyl peroxide topically
