Is it just pain?: Or is it uncontrolled movement also? There is a condition called restless led syndrome. Either way you should seek the help of a sleep physician to diagnos and treat your condition.

Unclear, but: It is not uncommon for people to have cramps in their legs while at rest or sleeping. Do you exercise much? A build up of Lactic Acid in the muscle may cause cramping. Perhaps you are a bit deficient in potassium which can have the same result, try having green leafy vegetables more, or eat a banana each day and increase your potassium level.
