Allergies: The "bumps" are taste buds on the back surface of the tongue. The itching is likely because of an allergy.

Hard to say: The bumps on the back of the tongue is normal anatomy that is commonly mistaken as an abnormality. However, if itchy, or even painful, perhaps the bumps may be something else. Your best bet would be to get an evaluation by a dentist if it doesn't resolve or if it is really concerning you. Good luck.
