Depends: I would need your age, your general health and your history. Since it is in the upper and lower extremities, this makes the picture muddled. If it were one or the other, one would think of a vascular blockage or a nerve impingement (kinking). Since it is in both upper and lower, you should see your pcp or a vascular doctor (cardiology or cv surgeon) or neurologist and get an exam and diagnosis.
