Hard to say: If low complements levels will cause skin problems then the problems would be swelling, not rashes. Ankle swelling points to complement associated issues. If you are reacting to a sunblock that would explain the rash on your extremities and low C3 and C4 levels may explain the swelling. 39 year olds should not get ankle swelling unless they have heart problems. Get checked by your doctor.
