No: You can have WBC in the urin from the urethra or the vagina with or without an infection.

Yes: With the increased use of cipro (ciprofloxacin), (cipro (ciprofloxacin)floxacin) there are now more bacteria resistant to this antibiotic. You may have a mied population of bacteria, majority of which have been killed by cipro (ciprofloxacin). However, you may now be harboring the resistant stragglers that your immune system are still fighting - hence the leucocytes in your urine. Your body might succeed on its own and you may not need more rx but if not...
