Double check: The antibiotic does not know where you are putting it, the "ophthalmic" just means it is safe to use in the eye, not that you have to. It might be what was available. Would ask prescriber / whomever supplied you with it (?Dr's sample / pharmacist?) just to be sure it is what they meant to do.

No: Ophthalmic drops are often used in the ear. The eye is a more sensitive organ and drops made for eye have no preservatives and are commonly used in the ear.
