Can you be having an allergic reaction if you have chronic lip swelling & no other symptoms?

Maybe: Lip swelling is an unusual physical exam finding, and the causes are varied. The most important additional questions to ask include: any problems breathing, any tickle sensation in the throat, any rash, and new medications, are you on an ace-inhibitor medication like lisinopril, do you have hives? Any insect bites? If you have problems breathing you need to be evaluated immediately and call 911.

Yes: Possible causes include toothpaste , chapstick , gum....If these don't help see an allergist for an evaluation.
