Homicidal?: Each state has different laws for committment. I recommend that you get legal input (free) from avvo.Com. If the person is acutely suicidal or homicidal - then law enforcement and the court system can assist with this.

Committed: What you're talking about is a legal procedure. Only a judge can have someone committed, for the most part. Also, the proper term is antisocial personality disorder which is incredibly resistant to treatment.
