i have red itch spots on the bottom of my feet and they have been very flaky. what is wrong?

It is hard: To diagnose a dermatological condition without seeing it. Certainly, athletes foot would be considered in the differential diagnosis. There sounds like a degree of skin inflammation as well. I would consider starting with an antifungal agent and if no improvement in a week, would likely add a steroid cream. (you can try this with an otc version, if no improvement see a podiatrist or dermatologist.
