Kallman syndrome: If you can't find an endocrinologist see your pediatrician or a geneticist to help you establish an accurate diagnosis there are other signs and symptoms present with the syndrome other than puberty delay.

Periods?: It's really unusual for a 16 yo female to not have any breast development, which is how puberty is defined in females. If you mean you haven't yet gotten your period you could even see your primary care doctor to evaluate. Adolescent medicine is a great option as well. If you truly haven't started puberty, kallman syndrome isn't the only thing to be concerned with and you need a pediatric endo.
