Depends: The rotator cuff is made up of 4 shoulder muscles and there tendons. Partial tears can result in pain, mild loss of motion and some weakness. Complete tears, especially if 2 or more muscles are involved, can cause significant pain, weakness and limited motion. Typically unable to lift arm beyond the horizontal.

Yes: Movement of the arm and shoulder is controlled by a number of different muscles. The rotator cuff provides a specific motion. A torn rotator cuff will limit some of the movements of the arm/shoulder, but the other muscles can still provide motion.
