Yes: Some advanced infections require emergent care. Severe pain can certainly be managed in a hospital. However, as far as i know, very little dental treatment is regularly performed in a hospital.

Yes: If you go to the emergency room they will simply give you an antibiotic and pain killer. And it is expensive. You would be better off contacting an a endodontist or dentist so you problem can be addressed properly!
