See a dermatologist: He needs to be examined and because it is only his right hand, a determination made of how he is using that hand and what materials he may be in contact with. This should be a remediable issue. If there is something embedded in the hand (foreign body), having it taken out by a hand surgeon may help.

This is what I would: Suggest: avoid washing hands with warm or hot water! use moisturizing soap and get aquaphor ointment .Apply to affected areas as often as you can to heal up the dry, chapped and crack skin. May have to wrap it with Saran wrap for occlusion if absolutely necessary.
