NO: There is no harm to taking a prenatal with folic on top of eating foods that are fortified. It is a water soluble vitamin and you will excrete excess which can make your urine bright yellow depending on level of b vitamins you consume. Having adequate Folic Acid levels on board prior to conception offers protection against neural tube and some cardiac defects. High levels do not cause autism.

Only ~1/3 of women : Of childbearing age take the recommended 400 μg folic acid/day, so us flours/breads have been fortified with it since 1998. The underlying cause of neural tube defects occurs by 26 days post-conception. Pnv's contain 600 or 1000 μg (1mg). Women at risk for a 2nd child with an ntd take 4 mg. Obesity & clotting problems due to mthfr mutations are 2 factors that ⬆ risk. It doesn't cause asd's.

Keep taking vitamin: Folic acid is a water soluble vitamin so you end up peeing out any extra. Not enough Folic Acid in pregnancy can lead to problems with development of the spine and brain. Recent studies seem to indicate that Folic Acid early in pregnancy can reduce autism risk.
