Could be, but ...: Your symptoms do suggest inner ear as a likely generator of your symptoms, but many different causes exist, ranging from benign crystals in the inner ear to migraines to infections, with strokes or tumors being very rare but would be considered and checked out by your dr. You should start by seeing your doctor who will ask additional questions and order tests if needed to figure it out.
