Depends: Every patient is different, and your ability to jog needs to be evaluated based upon your pre-surgery level, your quad function before and after surgery, and your rehab after surgery. Typically, the quad muscles are working well enough by 4 months to allow jogging, but again, this is individual. I typically don't allow running until 4 months after surgery, so you may be right where you should be.
